Collins announced the VA\u2019s action in a\u00a0letter<\/a>\u00a0responding to First Liberty Institute and the Independence Law Center, which had written a letter on behalf of\u00a0Rusty Trubey<\/a>, an Army Reserve chaplain at the Coatesville VA Medical Center.
